These are the best 15 mph electric scooters in the market according to my testing and experience. Most of them offer decent performance and are pretty affordable.
Let’s discuss each model in my list one by one, so you can know what each has to offer.
Best overall: GoTrax XR Elite
If you’re looking for an affordable electric scooter, you can count on GoTrax to deliver a well-designed micromobility vehicle with great performance.
The XR Elite is one of the brand’s most popular scooters, with a 15.5 mph / 25 kmh top speed and a 300-watt motor.
The electric scooter is comfortable to ride thanks to its wide deck and air-filled, 8.5-inch diameter tires. The tire size and type are not so common in this price range, so the feature earns the XR Elite some bonus points.
If you think this electric scooter could be a good choice for you, check out my detailed review of the model here.
If you’re a beginner electric scooter rider looking for a reliable ride to commute around town, the GoTrax XR Elite is just the model for you. It’s especially great for students who need an affordable ride to get around on and off campus.
Since the model is foldable and only weighs 32 lbs / 14.5 kg, it’s easy to carry around. You can store it in your room without a problem and carry it around on public transport.
Anyone looking for a tougher electric scooter to ride on rough and challenging terrains should immediately cross off GoTrax XR Elite from their list of options. The electric scooter is a basic commuter with pneumatic tires and doesn’t have a suspension system, so it isn’t suitable for any more challenging terrains (see the solid-tire options in this article for that).
Also, there have been some complaints from users who weigh close to the weight limit that they could only reach a top speed of 11 mph / 18 kmh.
So if you’re a heavy rider, I suggest checking out my guide on the best scooters for heavy adults for better options.

Longest range: Ninebot F65
The Ninebot F65 is a minimalist electric scooter with a 40 mi / 65 km range, which is pretty good considering the price.
Its tires have a diameter of 10 inches and contain puncture-prevention fluid so that the tire doesn’t instantly deflate if it ever punctures.
You also get three riding modes and multiple color choices for the steel frame: black, grey, gold metallic, blue metallic, and grey metallic.
The electric scooter’s kinetic energy recovery system (KERS) uses the braking force of the scooter to charge the battery. The amount of charge replenished won’t be much, but it will prolong the battery life for about 5-10%.
The most impressive feature of this scooter is its IP rating of IPX5, which you won’t find in most budget electric scooters. This means the scooter is protected from splashes and can be ridden in the rain or snow without worrying about damage.
The scooter is equipped with ultra-bright front and rear LED lights, making it the perfect option if you regularly ride at night.

Best solid tire: Glion Dolly
The Glion Dolly is a compact electric scooter that packs a punch. With excellent build quality and durable honey-comb solid tires, many riders switch to this scooter to avoid flats.
My favorite feature of this electric scooter is the two helper wheels attached to the rear wheel and the extendable handlebar. With these two features, you can simply fold the electric scooter and drag it around like a suitcase. It’s an incredibly convenient feature, and I honestly don’t understand why more scooters don’t have it.
Make sure you go through my review of the Glion Dolly for more information.
If you regularly ride on terrible roads that often puncture your air-filled wheels, the Glion Dolly might be a good switch for you.
Also, if you’re someone who needs to carry around your electric scooter a lot, not many budget scooters can beat this model’s portability thanks to its unique suitcase-like setting. An audience member owns one and says it’s perfect to carry with you on the subway.
That way, you can travel longer distances without worrying about the scooter‘s charge.
Though the Glion Dolly is somewhat water-proof, I wouldn’t recommend riding it in the rain or on wet roads.
The electric scooter model also lacks a cruise control feature, which could be a deal breaker if you like riding your electric scooter in that mode.
Another downside is that, because of the solid tires, you may feel every bump and pothole. The scooter does have front spring suspension, but I wouldn’t rely on it too much.

Best value: GoTrax GXL V2 Commuter
GoTrax GXL V2 Commuter is the electric scooter for you if you’re looking for something inexpensive but of good quality. I would even go as far as to say that this is one of the best-value electric scooters on the market.
A favorite feature of this electric scooter is its 8.5-inch air-filled tires that work very well in absorbing shocks. The lack of a suspension system is almost not an issue.
The electric scooter has a single button that can be used to switch the escooter on and off, toggle the headlights, and also choose between the scooter’s two speed modes.
If you want more information on the electric scooter, check out my comprehensive review of it here.
The GoTrax GXL V2 Commuter is perfect for beginner scooter riders who are looking for a scooter that will give them a great bang for buck.
It’s well-designed in terms of balance and very portable. What I really love is how nothing sticks out to poke you when the electric scooter is all folded up.
Plus, if you prefer solid tires to the scooter’s original air-filled ones, GoTrax sells some that are compatible with this model separately.
The biggest drawback of the GoTrax GXL V2 is its 250-watt power and 12 mi / 19 km range.
Honestly, at this price point, these features wouldn’t be a deal breaker for me if I was a beginner. However, if you’re looking for something more powerful, there are some better options.

Best with a seat: OKAI Beetle/EA10
The OKAI Beetle is for all the riders who prioritize comfort in an electric scooter. The electric scooter is decent in performance, but its real star feature is its memory foam cushioned seat.
The scooter also has vacuum pneumatic tires and suspension systems on both its seat and wheels. So, the escooter is excellent at absorbing shocks and guarantees a smooth ride.
Another impressive thing about the OKAI Beetle is that it can fold at both the seat and stem to make it easy to store.
For more details on this electric scooter, check out my OKAI Beetle review.
If you like riding electric scooters but get tired too quickly from standing up, the OKAI Beetle is one of the most affordable escooters in the market with a seat.
You get a 350-watt motor and a 20-degree climbing angle which can be great if you live in a hilly area.
Also, since the battery of the escooter is removable, you can charge it separately in your office between rides. It only weighs 8 lbs / 3.6 kg, so it isn’t that heavy to carry either.
The OKAI Beetle isn’t for you if you’re looking for a portable electric scooter. The seat and wide deck add a bit of extra weight which can make it hard to carry, especially up and down stairs.
In addition, the scooter isn’t designed to be ridden without the seat, so if you enjoy standing and riding an electric scooter, this model isn’t for you.

Are 15 mph / 25 kmh electric scooters too slow?
Compared to the top speeds that you have available in the market now, 15 mph / 25 kmh isn’t really that fast. However, the faster electric scooters are also more expensive than the ones on my list.
Also, some riders including beginners, elderly riders, or ones with certain disabilities, find this speed more comfortable. It comes down to personal needs and preference in the end.
Summary
Overall, 15 mph / 25 kmh electric scooters can serve as good entry-level options for beginners. Once you get a hang of it, you can always upgrade to a more powerful model.
Here’s a summary of all the best 15 mph / 25 kmh electric scooters covered here.
